Definition
A central register that assigns each autonomous AI agent a unique, verifiable identity so its actions can be traced and attributed to an owner. It is the 'driver's licence' concept for software programs that act on their own. Some governments are exploring one as a national or sector-wide register.
Why it matters
Without a reliable way to identify which agent did what, accountability, audit and enforcement become impossible — and regulators are actively building toward exactly that.
