Abu Dhabi and OpenAI launch Machine-Readable Government (MRG) initiative to make regulations AI-readable

On 2 November 2026, Abu Dhabi's Department of Government Enablement (DGE) and OpenAI announced the Machine-Readable Government (MRG) initiative, which translates government policies and regulations into machine-readable form so AI systems can assist officials in compliance assessment, permitting and licensing decisions - each decision traceable to the governing rule. It includes a reusable Policy Adoption Engine, a first pilot with the Abu Dhabi Agriculture and Food Safety Authority (with Inception42), plans to expand to construction permitting, licensing, data governance, HR compliance and procurement, and use of OpenAI models on UAE in-country inference (fail-closed, UAE law). Officials retain oversight and accountability; it is not intended to make autonomous decisions in high-stakes or rights-affecting determinations.
A sovereign public-sector programme that operationalises AI as the layer that reads and applies regulation - a concrete 'AI-native governance' model. It demonstrates how governments can use frontier models for automated regulatory compliance while holding humans accountable, and sets a precedent on public-sector AI data ownership and residency.
Companies regulated by Abu Dhabi (permits, licensing, food safety, procurement) should anticipate AI-assisted compliance checks and ensure their rule/permitting data is machine-readable-compatible.
