Signed, verifiable records of what an automated agent was permitted to do versus what it actually did — an audit trail that a third party can check later, even offline. They give each agent action a tamper-evident stamp tying it back to an approved permission. This is a proposed IETF mechanism for accountable agent behaviour.
Why it matters
Boards need to be able to prove agents acted within their authority; permission receipts convert agent activity into evidence usable in audits and disputes.
