GRID Requirements (AI Data Center Permitting Mandate)

A set of binding state rules that force any company building an AI data center to lock in commitments on affordable energy, environmental protection, local jobs, and community input before regulators will even review their permit. Pennsylvania became one of the first states to make these mandatory rather than voluntary, tying them directly to permitting and tax-incentive decisions.
AI infrastructure buildout is colliding with local electricity costs and community pushback, and companies planning new AI data centers now face a patchwork of state-by-state legal conditions that can delay or derail projects entirely.
