On 14 October 2026 the European Commission published the reference to EN 18286:2026, 'Artificial intelligence - Quality management system for EU AI Act regulatory purposes', in the Official Journal of the European Union via Commission Implementing Decision (EU) 2026/2274. The standard, developed by CEN and CENELEC, provides a legal pathway for providers of high-risk AI systems to comply with the quality management system requirements of Article 17 of the AI Act. Providers implementing it benefit from a presumption of conformity. EN 18286 maps to Article 17, is built around the AI system lifecycle rather than the organisation, and is designed to be layered on top of ISO/IEC 42001, ISO 9001 or sectoral QMS (e.g. ISO 13485) rather than replacing them. It is the first AI standard published in the EU Official Journal and is the only AI QMS standard with a presumption of conformity.

This is the first legally recognised harmonised standard under the EU AI Act, giving high-risk AI providers a citable route to conformity with Article 17 QMS obligations ahead of the December 2027 (Annex III) / August 2028 (Annex I) deadlines. It signals the start of the harmonised standard set (risk management, datasets, record keeping, transparency, human oversight, accuracy, robustness, cybersecurity) and sets the precedent for how AI Act conformity will be demonstrated in the EU. It is directly relevant to secure and auditable AI development and deployment.

Providers of high-risk AI systems in the EU market should map existing (ISO/IEC 42001, ISO 27001, ISO 9001) management systems to EN 18286 and plan to cite it for Article 17 conformity; track follow-on harmonised standards, especially the cybersecurity one.
