Definition
A world model is an AI system trained to understand and predict physical space, objects, and movement — not just text or images — enabling capabilities like robotics and physical navigation. Because these systems can eventually act in the real physical world, they raise governance questions that go beyond the language-focused rules written for chatbots.
Why it matters
Current AI regulations were largely written with text-generating chatbots in mind; as world models move AI capability into physical spaces (robots, autonomous vehicles, drones), boards in manufacturing, logistics, and defense-adjacent sectors will face a governance gap that existing policy frameworks don't yet cover.
