A set of three interlocking Chinese AI regulations that took effect on 1 July 2026 — covering AI ethics standards, a comprehensive framework for AI agents ('Implementation Opinions on Intelligent Agents'), and rules governing AI systems that present themselves with human-like identities or personas (anthropomorphic AI). The agentic AI measures are described as the world's first comprehensive regulatory framework specifically targeting autonomous AI agents, setting requirements for safety, traceability, and user transparency for agent services accessible in China. Together, the three instruments make China one of the most advanced jurisdictions for operational AI regulation.
Why it matters
Any company offering AI agent products or services accessible in China — including through cloud platforms or APIs — must now comply with a binding operational regulatory stack, with enforcement risk starting from 1 July 2026.
