Definition
A proposed US federal law that would require the National Security Agency (NSA) to review certain frontier AI models before they are released, and would ban Chinese-made AI systems in the United States. It is the first major bipartisan US proposal to impose a mandatory government safety gate on model release. It is a direct federal analogue to pre-deployment review regimes emerging at state and international levels.
Why it matters
If enacted, it changes when frontier labs can ship models and which AI vendors any US organization may buy from — a board-level supply-chain and compliance decision point.
