Vietnam AI Law in Force (1 March 2026) — MediaLaws Analysis Published 22 June 2026

Vietnam's Law on Artificial Intelligence was passed by the National Assembly on 10 December 2025 (one of 34 laws passed in a single day) and entered into force on 1 March 2026. A implementing Decree followed in April 2026. An authoritative analysis published 22 June 2026 by MediaLaws (peer-reviewed law and policy journal) confirms: the law adopts a risk-based architecture formally modelled on the EU AI Act but reconfigures it through broad administrative discretion and state-centric industrial policy; it requires registration of AI systems with authorities; it is underpinned by delegated administrative decrees for practical compliance detail; and it is explicitly designed to position Vietnam as a regional rule-maker rather than rule-taker. Foreign firms operating in Vietnam or supplying AI to Vietnamese government entities are within scope.
Vietnam is the first ASEAN state to enact a comprehensive binding AI statute, creating a live compliance obligation for foreign AI developers and deployers in one of Southeast Asia's fastest-growing digital economies. The law's pro-innovation, state-development framing diverges from the EU rights-centric model, creating a distinct compliance track for firms that operate in both jurisdictions. Its influence on other ASEAN states considering AI legislation (Indonesia, Thailand, Philippines) makes it a governance signal for the entire region. The April 2026 implementing decree means practical obligations are now active.
AI providers operating in Vietnam should: (1) map their systems against the law's risk categories and registration requirements; (2) review the April 2026 implementing Decree for specific compliance obligations; (3) assess whether administrative-discretion provisions require local legal counsel engagement; (4) monitor ASEAN peer-state legislative developments for further regional spread.
