What happened
Around 4 November 2026, the UN-backed Independent International Scientific Panel on AI released its first global assessment of AI, setting out fresh scientific evidence and options for harnessing and governing AI. UN Secretary-General António Guterres welcomed the assessment and appealed for far-reaching, worldwide controls on artificial intelligence as increasingly powerful AI chips spread; the panel also warned that current safeguards are 'unravelling' as AI agents advance and called for adapted safeguards.
Why it matters
An IPCC-style, authoritative international scientific assessment of AI that will materially inform the UN Global Dialogue on AI Governance and national regulatory debates, and raises the profile of frontier/agentic-AI loss-of-control risks. It strengthens multilateral momentum toward global AI controls and oversight mechanisms.
Action needed
Monitor the Scientific Panel's findings and the Global Dialogue on AI Governance for emerging international expectations/standards on frontier and agentic AI safety.
