What happened
On 4 November 2026 officials said MeitY is drafting a consultation paper on AI governance that would balance broad oversight against the varying needs of specific sectors, with sectoral regulators (SEBI, RBI) expected to issue their own AI rules for critical-infrastructure sectors such as banking and securities/commodities markets. The paper - the first formal step toward an AI statute - would focus on safety, humanity, skilling, inclusivity and risk mitigation, and ask who will regulate AI, how responsibility for AI harm is determined, and what safeguards are required.
Why it matters
Confirms India is transitioning from voluntary norms toward a formal AI regulatory framework with sector regulators taking a lead, framing a techno-legal (rather than purely legislative) approach. It will determine accountability for autonomous agents and harms for Indian deployers and for firms selling AI into India.
Action needed
Monitor MeitY for the consultation paper; AI deployers in Indian financial/telecom sectors should prepare to respond given sector regulators are expected to act.
