UK GOV.UK guidance: EU AI Act to apply partially in Northern Ireland under Windsor Framework from 10 November 2026

RegulatoryMedium impactUnited Kingdom
On 4 November 2026 the UK government published guidance explaining how the EU AI Act applies in Northern Ireland in a specific and limited way under the Windsor Framework, with effect from 10 November 2026. It helps developers, deployers, manufacturers, importers and distributors check whether their products are in scope, understand supply-chain responsibilities, and prepare for requirements on prohibited, high-risk and limited-risk AI systems (including when each requirement applies).
This is the first time EU AI Act obligations (prohibited practices, high-risk and transparency duties) bind operators placing AI systems on the Northern Ireland market, aligning NI with the EU AI rulebook while diverging from Great Britain. It creates a distinct compliance regime for any business selling or deploying AI into or between NI and the EU.
Businesses placing AI systems on the NI market must determine scope under the Windsor Framework carve-outs and begin meeting prohibited-, high-risk- and transparency-duty obligations by 10 November 2026.
