NIST IR 8621: NIST Workshop on Super Intelligence (SI) Incident Management

GuidelinesMedium impactUnited States
Published 2 November 2026 (meta article:published_time 2026-11-02) and listed on CSRC. This NIST Internal Report synthesizes stakeholder perspectives and key findings from the 14 May 2026 workshop, which brought together more than 400 participants from government, industry, academia and other communities. Motivated by federal directive, it examines the unique challenges of managing super intelligence (SI) incidents — both cybersecurity attacks that target SI systems and harms arising from misuse, malfunction, or unintended actions — covering current incident management practices, existing guidelines and resources, gaps in preparedness and response, and the roles and responsibilities of the organisations involved. Key areas for future work include updating NIST cybersecurity incident response guidelines, including SP 800-61, and exploring new resources to support incident readiness among model developers, plus monitoring and evidence collection, incident information sharing, and clarifying coordination across model developers, deployers and users.
This is the first consolidated NIST output on super-intelligence incident management and explicitly flags that current federal incident-response guidance (SP 800-61) needs updating for AI/SI incidents. It is a clear directional signal of where NIST's incident-response standards are headed, and its coordination, evidence-collection and information-sharing themes will shape how model developers, deployers and users plan for and report SI security incidents.
Monitor for the forthcoming SP 800-61 update and any SI incident-response guidance/reference resources; begin aligning model-developer and deployer incident-response, monitoring/evidence-collection and information-sharing plans with the roles and coordination themes identified in IR 8621; feed stakeholder input to NIST's continued engagement.
