What happened
At Hong Kong FinTech Week 2026, the Hong Kong Monetary Authority published a discussion paper on the use of Agentic AI by banks, seeking industry feedback on the supervisory considerations for governing such applications. It is part of the HKMA's 'ART' Framework for responsible AI adoption in banking (Accountability, Resilience, Trust) launched 27 October 2026 alongside an updated Supervisory Guidance for Responsible Adoption of AI, an AI training-data sharing platform with Cyberport and the University of Hong Kong, and further testing under GenA.I. Sandbox++. The paper and the simultaneous Project SAGE ('Securing Agentic Finance with Governance and Enablement') initiative outline a proposed supervisory framework for agentic-AI governance covering intent-anchored accountability, a registry of material AI agents, and effective intervention mechanisms, plus agent-identity and 'Know Your Agent' (KYA) verification, interoperability standards, and liability/consumer-protection considerations.
Why it matters
A major Asian central bank is moving from principles to prescriptive supervisory expectations for autonomous AI agents in banking — agents that can execute transactions and payments — signalling the shape of agentic-AI regulation that financial institutions globally will need to map to their governance and control frameworks.
Action needed
Obtain the full discussion paper and map the proposed intent-anchored accountability, agent registry, and KYA requirements to your organisation's agentic-AI governance and model-risk-management controls ahead of the consultation window.
