India TRAI issues draft guidelines on Responsible Use of AI in Telecommunication Networks

RegulatoryMedium impactIndia
On 30 October 2026 the Telecom Regulatory Authority of India (TRAI) issued draft guidelines titled 'Responsible Use of Artificial Intelligence (AI) in Telecommunication Networks and Provision of Telecommunication Services.' The draft makes telecom service providers directly accountable for incidents and outcomes linked to their AI systems — whether built in-house or sourced from vendors — and requires board-approved AI policies, dedicated AI governance and safety committees, tiering of AI systems into high/medium/low risk based on importance to network operations and impact on consumers, and reporting of serious AI-related incidents to the regulator. TRAI is seeking stakeholder comments by 27 November 2026.
This converts India's largely self-regulatory approach to responsible AI into a formal governance and compliance obligation for the telecom sector, which underpins phone banking, enterprise services and BFSI. It imposes board-level accountability, incident-reporting duties and risk-tiering obligations on telcos deploying AI, and signals how India's sectoral regulators will extend AI oversight beyond generic guidelines.
Telecom operators and entities deploying AI in telecommunications should map their AI systems into a risk-tiered inventory, stand up board-approved AI policy and governance/safety committees, and prepare an AI-incident reporting process. Submit comments to TRAI by 27 November 2026.
