UK government establishes £100m national AI Biosecurity Lab (AIBL) backed by up to £200m in OpenAI/Anthropic model credits

On 23 October 2026 (with a GOV.UK page updated 24 October), the UK government announced it will establish an AI Biosecurity Lab (AIBL), described as the 'world's first dedicated AI biosecurity organisation,' as part of a wider National AI Biosecurity Initiative, committing £100m of public funding. OpenAI and Anthropic are contributing up to £200m in combined support (reported as AI model credits/access rather than cash), with Google DeepMind and Basecamp Research named as research partners. A separate £65m line was announced for pathogen countermeasures, and the broader package is reported at roughly $800m of AI security funding. The lab will use AI to understand, prevent, detect and respond to biological threats.
This converts a long-running frontier-AI biosecurity policy concern into a funded national institution and involves model-access commitments from OpenAI and Anthropic — a form of state-facilitated access to frontier models for a public-interest safety purpose. It is national AI-governance infrastructure that will shape expectations around frontier AI bio-risk evaluation and may influence how frontier labs collaborate with governments on biosecurity assessment.
For frontier AI labs and biosecurity stakeholders, track AIBL's operating model, evaluation/access arrangements and partnership terms; assess any emerging expectations for model pre-release biosecurity evaluation or incident reporting in the UK.
