China State Council issues guidelines (18 tasks) on AI-driven employment, job-displacement mitigation and HR-algorithm regulation

On 23 October 2026, the General Office of China's State Council published guidelines (an 'Opinions' document) on building an 'employment-friendly development model' in light of AI. It sets out 18 major tasks across six areas: AI-driven job creation; employment-friendly AI adoption; workforce training; employment services; labor rights and social security protections; and employment risk monitoring and response. It directs government agencies to mitigate AI-related job displacement, establish mechanisms to assess and monitor AI employment risk and contingency plans, support job transitions and re-employment, and calls for regulating the application of AI in human-resources management and addressing illegal practices from misuse of algorithms such as discrimination, fraudulent recruitment and privacy infringement. It encourages an 'unemployment buffer-period' concept for large-scale AI rollouts and new occupations such as AI trainer/engineering technician.
This is China's authoritative national policy signal on AI labor governance. It creates expectations that AI adoption must be employment-friendly and that employers/government must monitor and respond to AI-induced displacement, and it explicitly extends AI oversight into HR practices — anti-discrimination, non-fraudulent recruitment and personal-information protection in algorithmic decision-making. It is relevant to any organisation deploying AI in Chinese operations, especially workforce/HR automation, and points toward likely municipal/provincial implementation measures and employment-risk reporting.
For China-based AI/HR deployments, align with expected anti-discrimination and data-protection standards in algorithmic HR management; prepare to monitor and report AI-related employment risk; and watch for local implementation (labour/HRSSD and DRC-level) measures and any new AI-plus-employment pilots or buffer-period guidance.
