On 19 October 2026 China's Ministry of Commerce and eight other departments jointly issued a guideline containing 18 measures to promote the application of AI and other advanced technologies in commerce, to upgrade consumption and improve commercial distribution efficiency. Covering goods consumption, services consumption, commercial distribution, innovative business applications and policy support, it calls for integrating AI into product design/development/marketing, expanding smart devices and robots, AI in healthcare and elderly care, smart warehousing, intelligent logistics and unmanned delivery — and developing commercial AI agents for shopping assistance, business operations and logistics, expanding embodied-intelligence applications and creating virtual shopping experiences. Reports also frame tiered-rule governance for AI shopping agents.
This is a national multi-agency policy signal from China's lead commerce authority setting the direction and governance framing for AI agents and embodied intelligence in consumer-facing commerce. For AI model providers and e-commerce operators in China it indicates both support and emerging expectations around AI-agent use in shopping/operations/logistics, plus a push for technology standards, digital infrastructure and financing — a further step in China's model-based, deployment-oriented AI governance approach.
AI vendors and commerce platforms operating in China should track the 18 measures and any accompanying standards/tiered governance for AI shopping agents, and assess how the policy shapes AI-agent rollout, data-sharing and compliance expectations in Chinese retail and logistics.
