What happened
At NVIDIA GTC Berlin on Oct 22, ServiceNow announced GA of Arc, a personal long-running enterprise AI agent, governed by the Super Intelligence Control Tower and enforced by NVIDIA OpenShell at runtime. In a separate update, NVIDIA OpenShell and BlueField DPU enforcement layers will read ServiceNow's AI Passport to validate what agents (including Arc) may access or execute, extending governance across both software and silicon.
Why it matters
Moves AI-agent governance from application polices into the runtime/hardware layers, and wires ServiceNow's AI Passport into NVIDIA's silicon enforcement — a reference implementation of portable, signed agent authorization. It signals governance hardened at the execution boundary rather than just at the API layer.
Applicability
ServiceNow customers and those building on NVIDIA OpenShell should track Arc's runtime policy enforcement and the AI Passport/OpenShell integration for agent action authorization.
