South Korea MOHW and WHO adopt Seoul Declaration on AI in Healthcare (first WHO-member-state joint AI declaration)

On 21 October 2026, at the 2026 World Bio Summit in Seoul (co-hosted with WHO), Korea's Ministry of Health and Welfare and WHO Director-General Tedros Adhanom Ghebreyesus jointly announced the 'Seoul Declaration on AI in Healthcare for Responsible Innovation and Global Solidarity' — the first joint declaration on AI issued by a WHO Director-General and a member state. It commits signatories to responsible, equitable healthcare AI: use within validated scopes, human oversight, proportionate risk-based governance across the lifecycle, clear accountability, human final judgment, international standards/regulatory harmonisation, and equitable participation of low- and middle-income countries in R&D and governance, to be carried forward through country-led action with WHO support.
Sets a multilateral normative baseline for medical/health AI that national regulators and procurers are likely to reference when assessing AI health tools; WHO guidance already shapes member-state device and data-governance regimes, so healthcare-AI developers operating internationally (and in Korea's heavily regulated health sector) should align with the human-oversight and validated-scope-use principles.
Healthcare AI vendors should document validated scope-of-use and human-oversight controls and monitor WHO/Korea follow-up implementation activities under the Declaration.
