UK and Singapore hold 11th Financial Dialogue, reaffirming cooperation on safe AI and agentic-AI use in finance

On 20 October 2026 the UK and Singapore held the 11th UK-Singapore Financial Dialogue in Singapore, with HM Treasury, the Bank of England, the FCA, and MAS. The Dialogue affirmed the importance of safe and responsible AI adoption in financial services; reviewed progress under the UK-Singapore AI in Finance Partnership, including PathFin.ai; discussed the framework for how AI agents may carry out financial tasks safely, securely and reliably; and exchanged on tokenisation/wholesale digital assets (Project Guardian), quantum-security supervisory expectations, and the FSB work programme.
While a cooperation communiqué rather than a binding instrument, it consolidates a shared UK-Singapore supervisory frame for agentic AI in finance and for post-quantum-security expectations, which are leading indicators for how major financial regulators will supervise AI and AI-agent risk. It signals a convergence on requiring human oversight and guardrails for autonomous financial agents.
Financial institutions deploying AI agents in the UK or Singapore should track the FCA/MAS AI-in-finance framework and PathFin.ai outputs for emerging supervisory expectations on agentic-AI controls, human oversight and incident reporting, and align agent governance with these expectations.
