What happened
On Monday 19 October 2026 the New Jersey Assembly Science, Innovation and Technology Committee met and received testimony from invited guests on the topic of artificial intelligence and society. The committee is advancing three bills sponsored by Assemblyman Andrew Macurdy addressing AI content disclosure, AI liability, and frontier-model development risk. Separately, the Pennsylvania House gave final approval to its AI deceptive-advertising act (SB 806, sent to the Governor) and advanced two other AI bills (HB 1925 on AI by health insurers and HB 2006, an AI chatbot safety bill).
Why it matters
These are early-stage but concrete state legislative actions that foreshadow 2027 state AI rules on content disclosure, developer liability for frontier-model risk and chatbot safety. New Jersey is one of the few states still in session and could become a leading state regulator of AI content and liability, relevant to any organisation deploying consumer-facing AI, chatbots or generative content in that market.
Action needed
Track the three Macurdy bills and the Oct 19 hearing record; assess NJ-specific AI content-disclosure and liability exposure if operating in the state, and monitor the advancing Pennsylvania AI chatbot and health-insurer AI bills.
