What happened
OpenAI Economic Research's data report on EU agentic AI adoption finds that, among ChatGPT Enterprise customers in its EU sample, "Codex and ChatGPT Work now account for more than half of output tokens." Since May 2026, weekly active users of those agentic tools among EU small and medium businesses grew more than eightfold, with growth in every member state, but adoption is "far from uniform" — the share of output tokens generated through Codex and ChatGPT Work ranged from 22% in Slovenia to 85% in Lithuania. The report also finds that in September EU frontier firms generated more than four times as many output tokens per active user as typical EU firms, yet still produced less than half the level of frontier firms outside the EU, and that EU-based firms represent only 10% of frontier firms globally. Why it matters
Quantified, first-party telemetry on how unevenly agentic-AI adoption is spreading across EU member states and SMBs — signals for market-entry, competitive positioning, and skills planning in Europe.
Action needed
Use the adoption-intensity differentials (Slovenia vs. Lithuania, EU frontier vs. global frontier) to inform where to invest in agentic-AI enablement and upskilling across European operations.
