What happened
On 14 October 2026 the EU Official Journal published Commission Implementing Decision (EU) 2026/2274 of 12 October 2026, referencing EN 18286:2026 ('Artificial intelligence — Quality management system for EU AI Act regulatory purposes') as the first harmonised standard in support of Regulation (EU) 2024/1689 (the AI Act). The standard covers the Article 17 quality-management-system requirements for providers of high-risk AI systems and confers a presumption of conformity for those obligations once the relevant AI Act obligations bite.
Why it matters
This is the first legal instrument in the AI Act's standardisation architecture to take force, giving providers of high-risk AI systems a voluntary but legally recognised route to demonstrate QMS compliance. It signals the conformity-assessment machinery of the AI Act is now operational and will shape compliance expectations and notified-body practice; providers that align with EN 18286 gain a concrete presumption of conformity for Art. 17 QMS requirements.
Action needed
High-risk AI providers should assess alignment of their quality-management systems with EN 18286:2026 ahead of the applicable AI Act obligations (Annex III: 2 Dec 2027; Annex I: 2 Aug 2028) to benefit from the presumption of conformity.
