What happened
RAND and the Helena MLM convened two workshops (January 2026 and May 7, 2026, in Washington, D.C.) bringing together 15 experts in biosecurity, health security, AI, national security and foreign policy, and this conference proceedings reports the results. The second workshop's purpose was to translate AI-bio misuse mitigations from the first workshop into "robust, practical, and policy-focused implementation plans" — identifying metrics for success, resources, stakeholders, outcomes, enablers and dependencies for moving each mitigation from conceptual intervention to actionable strategy. The authors highlight the policy levers and operational steps for each mitigation implementation plan, plus the trade-offs and coordination challenges involved.
Why it matters
It distils a credible consensus view from security and bio experts on how to operationalise AI-bio mitigations — useful grounding for enterprise and policy positions on AI-enabled biological risk, a fast-rising board-level concern.
Action needed
Review the mitigation implementation plans as input to your organisation's horizon-scanning on AI-enabled biosecurity risk and any public-policy engagement.
