What happened
On 15 October 2026 the Hong Kong Monetary Authority announced the 'ART' Framework (Accountability, Resilience, Trust) for responsible AI adoption in banking, issuing the latest Supervisory Guidance for Responsible Adoption of Artificial Intelligence (drawing on GenAI Sandbox second-cohort insights), launching an AI training data sharing platform with Cyberport and HKU, and signalling further testing of agentic AI through GenAI Sandbox++ plus an upcoming discussion paper on a proposed supervisory framework for agentic AI governance (intent-anchored accountability, registry of material AI agents, intervention mechanisms). More than 60% of second-cohort sandbox use cases explored agentic AI.
Why it matters
HKMA is one of the first major financial regulators to move explicitly from generative to agentic AI supervision, making agentic-AI governance a supervisory expectation for HK banks. It gives banks a concrete accountability/resilience/trust framework and foreshadows binding agentic-AI governance requirements (agent registry, intervention controls) for the wider Asia financial sector.
Action needed
HK authorised institutions and regional banks deploying agentic AI should map current AI governance against the ART framework and the new Supervisory Guidance, and watch for the forthcoming agentic-AI supervisory framework discussion paper.
