Towards technical best practice for frontier AI development

Strategic ReportHigh impactUnited Kingdom
On 9 October 2026 the UK AI Security Institute (AISI) published 'Towards technical best practice for frontier AI development', setting out its view of the challenges now facing frontier AI governance and the technical practices and controls most urgently needed. Drawing on three years of testing and evaluation — including independently evaluating more than 55 models before release — AISI identifies two new challenges: risks are now arising earlier in the development process (during training, internal deployment and evaluation itself, especially in cyber), and evaluation practices are struggling to keep pace as benchmarks saturate and alignment/control evaluation methodologies remain nascent. It lays out priority areas including assessing and documenting risk throughout development, overseeing AI across the life cycle, and preserving and evaluating oversight mechanisms, framing these as contributions to industry best practice that could later inform formal technical standards rather than mandated requirements.
This is the UK government's technical-security position on where frontier-AI guardrails must move next (predeployment, inside the development lifecycle) — essential context for any organisation relying on frontier models or on voluntary safety frameworks.
Incorporate AISI's development-lifecycle risk and oversight priorities into your vendor/model-risk assessment checklist.
