Utah Gov. Cox signs Executive Order establishing 'Pro-Human' AI framework for state government

In early October 2026 Utah Governor Spencer Cox signed an executive order establishing a structured pro-human framework for AI integration across state government, advancing the Pro-Human AI Initiative (launched Dec 2025). It mandates AI-literacy training for the workforce, human-in-the-loop review for citizen-facing automated determinations affecting individual rights, technical guardrails against cybersecurity threats and rogue AI agents, and use of the State-Endorsed Digital Identity (SEDI) Framework. DGO/GovOps leads, DTS implements training; an annual progress report to the Governor begins 1 July 2027.
It is a binding state-government AI governance mandate that sets procurement/operating expectations in a state actively courting AI and data-center investment — a concrete example of the state-level administrative AI regulation proceeding while Congress stalls, and a template for how states may condition contracting on human-in-the-loop and AI-safety standards.
Utah state agencies and vendors should align AI deployments with the EO's human-in-the-loop, AI-literacy, digital-identity (SEDI) and security-guardrail requirements; private vendors contracting with Utah should anticipate these standards in proposals.
