European Commission holds special meeting of EU Scientific Panel on frontier AI safety — recommendations on loss-of-control incidents

On 9 October 2026 the European Commission held a special meeting of its Scientific Panel on AI, which has been investigating recent AI loss-of-control incidents and coordinating with the AI Office on questions to the companies that developed the affected models. Executive Vice-President Henna Virkkunen attended as the panel presented recommendations to the Commission on frontier AI safety and security risks.
The EU Scientific Panel is the mechanism inside the AI Act that supplies the expert basis for systemic-risk evaluation of general-purpose AI — the channel through which loss-of-control/agent-escape incidents could translate into enforcement, model classification changes or market-surveillance action against frontier labs operating in the EU.
Frontier AI providers active in the EU should monitor the panel's forthcoming recommendations; they may foreshadow systemic-risk findings under the EU AI Act for models implicated in recent loss-of-control incidents.
