European Commission launches call for tenders to establish the European AI Observatory

On 5 October 2026 the European Commission opened a procurement call for a three-year contract to set up and operate the European AI Observatory, an initiative to monitor and boost AI uptake in strategic sectors under the Apply AI Strategy. The Observatory will build KPIs on AI investment, patents, skills and compute infrastructure; produce sector-specific monitoring reports; track Commission AI policy actions; and operate a public website linking EU member-state AI strategies.
The Observatory becomes the EU's core evidence base for AI policy and enforcement targeting under the AI Act and Apply AI Strategy, and its sectoral monitoring will inform where EU-wide interventions and staff/resourcing decisions land — an early signal of which AI use-cases Brussels will scrutinise next.
