The second volume in RAND's Infinite Potential series (dated 5 October 2026) synthesizes observations from 17 scenario-games run in Europe or with European scenarios between October 2025 and February 2026, based on the same AGI-outpaces-governance premise. It identifies the key issues, capabilities, and playbooks players deemed necessary for Europe to navigate adverse AI effects, finding that 'gaps in governance, regulation, and oversight could undermine Europe's ability to shape AGI outcomes and to protect its interests.' The findings aim to help policymakers, researchers, corporate leaders, and civil society understand required preparations before such scenarios occur and the playbooks needed to navigate them.
