What happened
RAND's Center for the Geopolitics of AGI published the capstone of its Infinite Potential scenario-gaming series, synthesizing observations from 26 games run between June 2025 and February 2026 across five scenarios (Business and Civil Society, Cyber Surprise, European Energy, Geopolitics of Energy on the Korean Peninsula, and Remote Control). Each game presented a plausible future in which AGI advances outpace governance, and players were asked to craft immediate and longer-term responses. The peer-reviewed report identifies the key issues, desired capabilities, and playbooks participants judged necessary to navigate a period 'when social legitimacy, economic stability, and technical control might collapse' — and warns that governments may struggle to recognize and interpret AI loss-of-control events in time to respond effectively, and may lack practical ways to stop them. It is the third volume in the RAND Infinite Potential research report series (dated 5 October 2026).
