California Governor Newsom signs ~13 AI laws incl. 'No Robo Bosses Act' (SB 947), AI WARN disclosure (SB 951), healthcare-AI and transparency bills (Sept 28-30)

On 28-30 September 2026, Gov. Gavin Newsom concluded California's bill-signing period by enacting a dozen-plus AI measures. SB 947 (the 'No Robo Bosses Act') bars employers from relying primarily on automated decision systems for discipline or termination, requiring human corroboration, written notice to affected employees and a human point of contact. SB 951 amends the Cal-WARN Act to require disclosure of AI-caused 'technology displacement' in mass-layoff notices (effective Jan 1, 2027). Also signed: workplace-surveillance limits (AB 1331, AB 1883), healthcare-clinical-support bias/oversight rules (SB 503, AB 1979), a healthcare-chatbot CMIA obligation (AB 1979), updates to the California AI Transparency Act (AB 2713, SB 1000), digital-replica false-impersonation clarifications (SB 1111), public-comment bot exclusion (SB 1159), AI legal-practice limits (SB 574), public-higher-ed gen-AI procurement rules (AB 2392), and an Executive Order mandating use of the term 'Artificial Intelligence' in state government. The Governor also vetoed other labor-backed bills.
California is the largest US labour market and the global AI headquarters; these first-in-the-nation workplace-AI constraints create enforceable obligations on any employer using AI in employment decisions, plus new AI displacement disclosure duties and healthcare-AI bias obligations — a de facto national compliance template given the state's size and pervasiveness of its employers.
Employers should inventory automated decision systems used in discipline/termination, build human-review controls and notice processes for SB 947, and prepare AI-displacement disclosures for 2027 WARN notices (SB 951). Healthcare deployers and clinical-support vendors must begin bias-identification and documentation work under SB 503/AB 1979.
