RAND Europe published a scoping study, commissioned by the UK Foreign, Commonwealth & Development Office, examining how nine categories of emerging technology — including artificial intelligence, biometrics, machine learning, and automated decision support — are being adopted across security-sector governance and management (SSG/M) worldwide. Based on a literature review and interviews with 13 practitioners and experts, the report finds these technologies can strengthen efficiency and accountability but introduce 'privacy and data-protection concerns, algorithmic bias, opaque decision making, cybersecurity vulnerabilities, and challenges related to data sovereignty and reliance on private suppliers.' It sets out six cross-cutting governance practices, including moving 'beyond human-in-the-loop to multilayered oversight that counters automation bias' and pairing internal policy with external regulation and audit. The report specifically flags AI-assisted facial recognition, automated decision support, and social-media monitoring as high-risk convergence points requiring justification before acquisition and independent oversight after deployment.
