What happened
In a September 11, 2026 special address at the Global FinTech Fest 2026, MAS Managing Director Chia Der Jiun confirmed that MAS has issued a set of Guidelines for AI Risk Management for public consultation, setting out supervisory expectations for governance, risk management, AI lifecycle controls and capabilities for financial institutions. These will work alongside the previously-published (2025) industry AI Risk Management Handbooks and the SAFR (Safeguards for Agentic Finance at Runtime) white paper, emphasizing agent identity, authority, pre-execution controls, and auditability as AI agents take on more autonomous, consequential tasks in finance.
Why it matters
This is a live regulatory consultation process (not merely a voluntary toolkit) from a major financial regulator that will convert into binding supervisory expectations for all MAS-regulated financial institutions using AI/agentic AI — a meaningfully broad affected population given Singapore's role as a regional financial hub.
Action needed
Financial institutions operating in Singapore should review the consultation draft AI Risk Management Guidelines, prepare comments before the consultation closes, and begin mapping AI agent inventories against the SAFR runtime-control model (identity, authority, pre-execution evaluation, audit trail).
