What happened
OpenAI announced a $1B commitment (Sept 3, 2026) of subsidized Daybreak access, training, and technical support for resource-constrained cyber defenders — water/wastewater, electric grid, state/local government, community banks, nonprofits — including a new MS-ISAC pilot, plus a Daybreak Defense Network of 35+ enterprise/partner products.
Why it matters
This is the largest structured effort yet to put frontier cyber-capable AI into the hands of under-resourced critical-infrastructure defenders, and formalizes OpenAI's shift from selling API access to operating an ecosystem (Daybreak Defense Network) that other vendors (Cloudflare, SentinelOne, Check Point) are now building on.
