The Atlantic Council's Forward Defense program published a report arguing that the US military must presume future operations will occur in denied, degraded, intermittent, and limited (DDIL) connectivity environments shaped by AI-enabled disruption (jamming, cyber, anti-satellite). Drawing on Pentagon programs (drone-dominance, counter-UAS, Thunderforge, Project Tripoli) and private-sector autonomy lessons from John Deere and Tesla, author Owen J. Daniels finds that 'the technology is outrunning the authorities, testing practices, and training needed for servicemembers to trust it at the tactical edge.' The report recommends clarifying AI-system authority across the lifecycle, faster industry-servicemember feedback loops, adversarial red-teaming against untested battlefield conditions, and professional military education reform.
