What happened
On 23 July 2026, Canada's Minister of Artificial Intelligence and Digital Innovation, Evan Solomon, launched a formal public consultation (with an accompanying discussion paper, 'Enhancing trust in artificial intelligence through increased transparency') seeking input on AI transparency measures. The consultation covers: detecting/identifying AI-generated content, ensuring individuals know when interacting with an AI system, improving public access to information about AI system capabilities/limitations, enabling tracking of serious AI incidents, and tracking the activities/interactions of autonomous AI agents. It runs from July 23 to September 23, 2026, and directly supports implementation of Canada's National AI Strategy: AI for All (launched June 4, 2026).
Why it matters
This is the first formal step toward binding Canadian AI transparency rules — potentially Canada's answer to the EU AI Act's Article 50 transparency obligations — and explicitly targets agentic AI activity tracking, a novel and consequential regulatory frontier.
