GSA Advances Revised Draft Acquisition Clause for LLM Government-Data Safeguarding (GSAR 552.239-7001)

Following a July 14, 2026 public listening session, coverage published July 21, 2026 detailed GSA's continued refinement of its proposed GSAR clause 552.239-7001, 'Basic Safeguarding of Data within Large Government Data within Large Language Model AI Systems (LLMs).' The revised draft narrows scope in response to industry concerns (raised by Palantir and others) over IP terms and flow-down obligations, while still establishing government-wide requirements for protecting Government Data Inputs/Outputs processed by LLMs across GSA contract vehicles (Federal Supply Schedule, GWACs, OASIS+).
This would be the federal government's first acquisition clause focused specifically on large language models, binding any contractor whose LLM-based products/services process federal government data across GSA's major contract vehicles — a very broad blast radius covering most enterprise AI vendors selling into the federal government.
AI vendors and integrators selling to federal agencies via GSA vehicles should track finalization of GSAR 552.239-7001 and submit comments; assess current data-handling architecture against the proposed Government Data ownership/protection requirements.
